What is a Ballot Argument?

Any Arizona voter can submit a ballot argument FOR or AGAINST a proposition. The ballot argument will be printed EXACTLY as submitted in the Publicity Pamphlet. Voters will receive this pamphlet prior to the November election which will contain these arguments, voting, and election information.

HCR2016, SCR1028, and HCR2040 pose a threat to Arizonans and could potentially make it onto November's ballot. You can help by preparing to submit ballot arguments AGAINST these referrals in the event that they make it onto the ballot.

How to Write a Ballot Argument

Using the information and submission form below, you can write and submit your ballot argument. Please keep your ballot referral argument under 300 words. The deadline to submit is June 24th, 2026. Submitting 1 ballot referral argument costs $75. Your ballot referral argument will be printed and mailed to voters in the Publicity Pamphlet EXACTLY as submitted so double-check spelling and grammar. Include "VOTE NO" at least twice in the ballot argument. Recommended once in the beginning and second in the end.

HCR2016 will prohibit local and county governments from increasing fees on entities like data centers and short-term rentals until the year 2030 unless they are approved by 60% of local voters in an election. Arizona's revenue has been shrinking for many years due to taxing Arizona's billionaire class less and less. Local and county governments must now rely on imposing fees on entities like data centers and short-term rentals like Airbnb to raise revenue. 

SCR1028 will make it harder for the state to fund working families priorities like education, roads, and healthcare by allowing a minority of lawmakers to block decisions that a majority supports. Because Arizona has handed out tax cuts for the billionaire class over the years, Arizona's revenue is shrinking. This referral would make raising revenue MORE challenging by requiring a two-thirds vote from lawmakers to impose fees on corporations like data centers and Airbnbs.

HCR2040 will make it harder for teachers and unions to fight for stronger, higher quality schools. When the people who educate your kids don’t have a voice: the teacher shortage gets worse, schools close, and communities fall apart. This referral make it harder for the teachers at your kid's school to stick together and fight for stronger schools and the fair pay, affordable health care, and good working conditions that keep teachers from leaving the classroom.
